EU governments have agreed to place restrictions on Russia's oil and defence industries - over its lack of action on Flight MH17.
The sanctions are being implemented in response to the shooting down of flight MH17 over Ukraine - which is blamed on rebels backed by Russia.
Sky's European Correspondent Robert Nisbett says Europe is looking to target specific industries.
