The Minister for Health insists he new plans for universal health insurance won't mean higher bills for the average customer.
But he's acknowldged that he doesn't yet know how much the insurance will cost - or exactly what services will be in place.
The plans will see everyone in the country covered by some form of health insurance by the year 2019.
