The Taoiseach has told the Dail that words cannot express the revulsion he feels about the allegations of abuse at a foster home in the south east.
Earlier, the HSE issued an apology for leaving 'Grace' a woman with intellectual disabilities in a home for 14 years after it first learned of alleged sex abuse there.
Director general Tony O'Brien says the agency missed several opportunities to have the woman removed from the home.
But he says the HSE could not stop another family from putting a second woman known as 'Anne' into the home on a private basis.
This evening Enda Kenny's told the Dail that a structured investigation should be able to get at the truth, and he expressed his horror at the allegations:
