Danny Healy Rae is seeking legal advice after Shane Ross accused him and other TDs of behaving like "road traffic terrorists."
The Minister for Transport was referring to politicians whom he believed to be holding up the enactment of drink-driving legislation.
He appealed to the TDs in question to support the bill and added: "There's a kind of guerrilla warfare going on and it's costing lives."
Danny Healy Rae responded to the comments: "I resent being called a terrorist. My interpretation of a terrorist is someone who causes mass fatalities."
He said that Shane Ross "has been delaying the bill himself, and he has to explain that and not turn the blame on others."
Explaining why he is personally opposed to the bill, he said that "the people in the 50 to 80 mg bracket are not causing the fatalities on our roads, and he has failed to prove that."
