RTE's coverage and the poor weather have both been blamed for the low attendance at Pope Francis's mass in the Phoenix Park in August.
The suggestion was made in notes released by the Department of the Taoiseach.
An estimated half a million people were expected to see the Pope, but the figures were closer to 150,000.
By contrast, Pope John Paul's mass in 1979 was attended by 2.7 million people.
