Mary Lou McDonald has called for the resignation of HSE director general Tony O'Brien as a result of the cervical cancer scandal.
She described it as "a scandal which has its origins in a deliberate strategy by the HSE to withhold information from women."
"The person in charge has to be held to account, and the most effective way is to release him from his duties. I don't believe he can be part of the solution to this debacle."
Mary Lou believes "a definitive line has to be drawn under this type of behaviour within the HSE, and the only way to do that is to start at the top."
She feels that dismissing Tony O'Brien would be "a necessary first step in addressing the toxic culture of the HSE."
"It needs to be understood that there are consequences for actions and that there is public accountability."
Taoiseach Leo Varadkar has said there needs to be a redress scheme for women who have been affected.
Elaine Loughlin, political reporter with the Irish Examiner, says a redress scheme "does look likely." She also added that there are currently ten cases similar to Vicky Phelan's, and legal proceedings have commenced on six of these.
