The HSE is failing to attract nurses back to Ireland, despite the introduction of the 'Bring them Home' campaign in 2015.
Irish nurses working in Britain are offered a relocation grant of €1,500 if they stay for 12 months, but only three nurses have been recruited so far this year.
Dave Hughes, Deputy General Secretary of the Irish Nurses and Midwives Association, says the campaign has been "spectacularly unsuccessful" and that nursing work abroad is more financially lucrative.
"They're looking at a very overcrowded and under-resourced workplace and they choose to stay where they are, or they hear reports from their colleagues that the pay is not what it seems to be."
"It's hard to get Irish nurses back, and while we do recruit foreign nurses, we're not successful at keeping our own or bringing them back."
Louise O'Reilly, Sinn Féin spokesperson on health, says that pay and working conditions are better abroad, and that more money needs to be spent on improving these things in the HSE.
"All of them will have had some time working on the wards of an Irish hospital, so they know exactly what it's like."
"They're also living in countries where they're not crucified in terms of paying rent."
