Buskers in Oxford have been ordered to smile at all times, or face a £1,000 fine.
The city council is bringing in a Public Space Protection Order to tackle anti-social behaviour, with street performers identified as the culprits.
The code of conduct instructs buskers to “smile, enjoy yourself and entertain others”.
Performers currently have to get a free licence to perform in Oxford, and play music audible from no further than 50m (164ft) away.
But if the order is granted under anti-social behaviour legislation introduced last year, fines of £100 could be issued to those deemed to be breaking the code. If a case is taken to court, the penalty could rise to £1,000.
Professional busker Jonny Walker said: “There’s no need for this nonsense. It creates an atmosphere of fear and control.”
