The national police chief in Thailand says whoever planted the bomb which exploded at a popular shrine in central Bangkok had intended to "take lives".
At least 18 people died following the blast during evening rush hour.
A statement from the EU says "Our thoughts are with the people of Thailand at this time of shock and grief".
