Almost 2000 offers of social housing were refused by people on the housing list last year.
But a pilot system to that allows people on the waiting list bid for available properties has seen dramatic reductions in the number of refusals.
Refusals dropped from 50 percent to five percent in South County Dublin, while in Cork, the rate fell from 40 percent to around ten.
