A major obstacle has emerged over plans to let Gardaí make complaints to the Garda Ombudsman.
The justice minister Frances Fitzgerald says members of the force shouldn't be barred from raising complaints in the same way that the general public can.
But the Association of Garda Sergeants and Inspectors says it won't accept the plan - because the Garda Ombudsman refers most complaints back to Gardaí themselves.
