The majority of ambulances are not meeting targets to discharge patients at emergency departments.
The HSE has a target time of 20 minutes for ambulance crews to deliver patients to hospitals and attend to another call.
But the National Ambulance Service has issued figures which show that almost one in ten ambulances was waiting more than an hour outside emergency wards in April.
