It's emerged that the attorney general did NOT attend yesterday's cabinet meeting which ordered a Commission of Inquiry into illegal recording of Garda phone calls.

This morning the agriculture minister Simon Coveney confirmed that the Attorney General was absent from yesterday's cabinet meeting which ordered the commission of inquiry.

Government sources this morning are playing down her absence, saying she was at a private family occasion.

The minister also confirmed that phone calls were recorded digitally after an overhaul of the recording system in 2008 - a system which only ceased last November.

Meanwhile the Garda Ombudsman Commission has confirmed that although it issued a report last June, outlining how all calls on a line at Waterford Garda Station were being illegally recorded in 2010, the report was NOT sent directly to the minister.

However a spokeswoman stressed that the report had been published in full online for anyone to read.

Alan Shatter will be expected to outline the government's full reaction to the scandal in the Dáil before 11am this morning.
