Civil rights groups are calling for better and more independent redress schemes for women mistreated at mother and baby homes or other religious insitutions.
The call is part of a report looking at Ireland's human rights record, which will be taken to the UN Human Rights Committee next month.
It focuses partly on people who were mistreated or neglected in mother and baby homes and Magdalene Laundries, and the victims of symphysiotomy.
Stephen O'Hare from the Irish Council for Civil Liberties says they have specific needs that aren't being met.
