Joan Burton says she wants to extend the Youth Guarantee to every single person in Ireland.

She says the State should become the employer of last resort - and give work to any person who can't find a job otherwise.

Under the Youth Guarantee, anyone under 25 who isn't in work is to be given an apprenticeship or some other training until they find work.
