Concern has been raised that the new inquiry into the 'Grace' case may not cover all the issues concerned.

The inquiry is being discussed by cabinet this lunchtime, but already there are calls to include the treatment of other abuse victims.

While the draft version of the terms of reference does include an investigation of how the HSE handled allegations of abuse of other residents, it would be dealt with by a second module.

That has been criticised by both Sinn Fein and by some within Fianna Fáil, who say the treatment of other victims must be given equal consideration to that of Grace herself.

There is also concern that the inquiry may not examine the way in which some whistleblowers were also treated.

The terms of reference are set to be debated by the Dáil tonight, and the inquiry could be established before the weekend.

However there is concern that tonight's two-hour debate is not enough to take account of any concerns and shortcomings highlighted by opposition parties.
