Cars with no steering wheel or pedals could be driving themselves on roads in California by the end of the year.

New proposed rules for the U.S. state would also remove the need for human backup drivers who could take over in an emergency.

If given the go ahead a limited number of the vehicles could become available to customers next year, provided the federal government gives permission.
