A new housing proposal recommends the state should rent 50 percent of homes in certain developments to households who qualify for social housing.
The Workers Party is launching a policy document "Solidarity Housing" today, which highlights current failures in the system, in terms of quality, affordability and security of tenure.
It also suggests changes in the thresholds for rents.
