A new referendum has been proposed to stop the Taoiseach having the power to call an early general election.
The bill from Shane Ross would create a constitutional amendment so that elections to the Dáil would take place every five years.
The bill follows another assertion by Enda Kenny that the next election won't take place until spring next year.
