One of two Islamic State terrorists who attacked a French church was under surveillance by intelligence agents.
He was 19-year-old Adel Kermiche.
Kermiche was twice arrested on his way to Syria.
He was under house arrest and wearing an electronic monitoring bracelet at the time of the attack.
Witnesses have described how Islamic State terrorists forced an elderly priest to his knees before killing him in a church in northern France.
The two men armed with knives, took hostages, during morning mass in St-Etienne-du-Rouvray in Normandy.
The hostage-takers were later shot dead by police.
