Plans to reform Ireland's civil service are due to be unveiled later this week.

It will outline proposals for a major overhaul of the performance management procedures in place, and bring top level workers under the scheme for the first time.

According to the Irish Times however, proposals for the appointment of a head of the Civil Service will be rejected by the government.
