The coalition is at odds over whether to use the economic recovery to raise wages or workers, or cut their taxes instead.
The two ministers at the Department of Jobs, Richard Bruton and Gerard Nash, are openly disagreeing with each other about which option would be a better way to reward workers.
The dispute comes with the next Budget now less than 50 days away.
