The report says the current system is fragmented, poorly developed and unfair.

Waiting lists can be slashed with a move towards primary care, according to the Health Minister.
A new report on GP and Primary Care found that our system, which is dominated by Hospital Care, is becoming unaffordable.
The report also found that 90 percent of the thousands surveyed were satisfied with their last GP visit.
Health Minister Simon Harris gave an example in Castlebar where the situation has shown huge reductions in wait times;
