The government's under fresh pressure this lunchtime, over water charges for private tenants.

Irish Water says it's up to tenants to register for charges and pay the fees - but Michael Noonan says some landlords might pay the bills and pass them on.

And meanwhile it's emerged that some councils are threatening to evict tenants on housing schemes, if they don't pay their water bills.
