The Taoiseach has confirmed a deal has been reached on water charges.
Under the terms of the deal the standing charge is likely to be scrapped and there will be a free allowance for each child.
Pensioners, carers and the disabled are also expected to get a discount of up to €100 a year.
Its estimated the average bill will be around €240 euro.
The Cabinet is expected to sign off on the finer details of the plan this morning.
