The Department of Health has warned of drastic cutbacks if it's forced to cut 213 million euro from its budget.
In a submission, it warns that more beds will have to close and the number of surgeries will be reduced.
And if even deeper cuts are to be imposed, it says 'draconian' measures would seriously compromise patient safety.
