The Government's resumed discussions this evening to remove the threat of jail from people who don't pay water bills.
The proposals have been drafted by the Departments of Justice and the Environment and would also likely apply to bills such as TV licences.
People would still be taken to court and have attachment orders issued - allowing money be deducted from wages, pensions or welfare payments.
