A Medical Council Fitness to Practice inquiry has found a doctor guilty of 28 counts of poor professional performance and six counts of professional misconduct.
Dr Omar Hassan had denied the allegations relating to his work at the Midlands Regional Hospital Portlaoise, Mayo General Hospital and University Hospital Galway.
The 30 year old from Sudan has already been suspended from the medical register and will face sanctions at a later date.
The 11-day inquiry had heard evidence from former colleagues that the doctor appeared to lack basic medical knowledge.
It was told that at one point he identified an X-Ray of an ankle - as an elbow joint.
