Fine Gael is proposing a commission on the status of women in Ireland, and job seekers allowance payments based on social insurance contributions.
The measures are contained in the party's 'Republic of Opportunities' document which it is describing as a rolling manifesto.
The Taoiseach says this is a living document and the policies are up for discussion and rejection.
The ideas will be thrashed out in a Q&A session with Ministers later.
Last night, the Taoiseach addressed the challenge of Brexit in his keynote speech.
He also insisted the Government has a plan to deal with the housing crisis and "won't stop until we succeed".
