Unions are seeking a flat rate pay increase for public sector staff.
The Civil Public and Services Union says pay restoration talks with the Government must favour lower paid public sector workers.
It says a flat rate payment, regardless of grade, is the the fairest way to do so - and has indicated it could be achieved by changing the way the pension levy is applied.
The Government is expected to allocate between 250 million and 300 million euro for public service pay restoration, with talks between both sides due to begin next week.
