Plans for a Commission of Investigation, into alleged sexual abuse at a foster home in the south-east, will be discussed at cabinet tomorrow.

The plan will be brought put forward by the health minister Leo Varadkar and his junior minister, Labour's Kathleen Lynch.

However the commission would not be set up until the end of April, when senior counsel Conor Dignam has finished his own preliminary inquiry.

Minister Lynch has defended the decision to announce an investigation, three months before it begins:
The HSE has welcomed the proposed Commission of Investigation.

It said the Commission would assist the 47 service-users who stayed at the foster home and their families, to get information that they have been seeking.

In a statement, the HSE said this was important because it hasn't been able to publish two reports into events at the foster home due to an ongoing Garda investigation.
