The cabinet has signed off on new laws to give free GP care to over seventies.
The bill will be published in the coming weeks and should be passed before the summer.
The government hopes the new scheme can come into effect at the same time as free GP care for children under the age of 6.
However the proposals have been held up by ongoing talks with GPs about how the scheme can be delivered.
