It's emerged that most local authorities are missing targets for spending on social housing, despite the ongoing homelessness crisis.
The Irish Examiner reports that a large proportion of the 451 million capital budget for this year won't be spent, because of problems between councils and the Department of the Environment.
It reports that local authorities also don't have the capacity to use funds they're given.
A 'significant majority' of the 1.7 billion euro set aside for spending between 2015 and 2017, has also not been spent.
