It follows the deaths of two people living on the streets last week.
Meanwhile, Social Justice Ireland says the Government must build 90,000 social housing units or accept failure on its housing policy.
Publishing this year's National Social Monitor, it says the current approach isn't working and the private sector will never build social housing units on the scale required.
Director of Social Justice Ireland, Dr Seán Healy says the only solution is for the Government to commit to building enough social housing units to eliminate the current housing waiting list.
