The finance ministers of the 19 Eurozone countries had hoped to reach a preliminary agreement to stop a Greek default, which could then be signed off by prime ministers afterwards.
And although a draft set of proposals from Athens were warmly received last night, there now seems to be little prospect of a deal because of the late substitution of those plans with new ones.
A new version was sent around this morning, but it came at such short notice before the meeting that ministers complained they wouldn't have long enough to prepare a deal for the prime ministers to rubberstamp.
