The Government will announce immediate changes to their housing strategy later, according to the minister in charge.
Eoghan Murphy is meeting with the CEOs of local authorities in Dublin to discuss how to end the housing crisis.
The Government is due to announce part of its plans for homelessness later.
A number of protesters chained themselves to the gates outside the Custom House earlier.
The Fianna Fáil leader Micheal Martin has accused Fine Gael of responding to the homelessness crisis with spin, bluster and failed policies.
On the way in to the meeting, Minister Murphy was challenged by a number of campaigners about a lack of action.
