The HSE has said some of the golden handshake paid to the former CEO of the Central Remedial Clinic should be recovered.

It says the payments to Paul Kiely - worth over €740,000 - were too high, as Mr Kiely's salary should have been cut in line with public sector pay cuts.

The report by HSE administrator John Cregan is also heavily critical of the financial setup at the clinic's fundraising arm.

It finds that the Friends & Supporters of the CRC - a sister company set up for fundraising purposes - was designed effectively to obscure the clinic's financial health from the HSE.

This even meant that the HSE itself had no idea how much the clinic was making from its lotteries and fundraising,.

These funds were ultimately used to fund the massive payoff of former CEO Paul Kiely - which also may have been miscalculated, and which may not have saved the CRC as much as it thought.

His golden handshake of €740,000 could have been smaller, and the report says some of this overcalculation should be returned.

It also finds that the CRC tried to protect some senior amnagers from public pay cuts - by deliberately splitting its salaries into two separate categories, one public and one private.

In a statement of its own the CRC says its new board will meet immediately to discuss the findings - and that it's committed to addressing what it describes as those "legacy issues".
