One of the country's most prominent economists has said Irish households will pay an extra 65 euro a year in water charges, because Irish Water will be overstaffed.
Professor John Fitzgerald of the E-S-R-I says Irish Water will pay up to 2 billion euro to hire staff it doesn't need.
But one cabinet minister says Irish Water is the best way to phase inefficient staff out of the system.
