Emergency laws will be published tomorrow to deal with a potential loophole in the penalty points system.
TDs will be asked to rubberstamp the new laws next week.

The Department of Transport says there's a "technical issue" with the issuing of penalty points, which needs to be solved urgently.
Today FM understands the issue is with a law approved by the government in January.
The issue means thousands of motoring offences throughout 2014 could potentially be open to question.
But in a statement, the transport minister Paschal Dohonoe says the new law will ensure that there is "no interruption" to how penalty points are enforced.
The laws will be published tomorrow - and only then will the minister reveal exactly what offences are in question.
