The Government will reveal its three-year plan to reform the civil service later.

The coalition will today announce a major renewal of the civil service following an independent review, and public consultation on the issue.

It's understood the government will reject a recommendation to appoint a head of the civil service, similar to countries like the UK, Canada and New Zealand.

Also set to be rejected is any idea for performance related or bonus pay structures in the civil service.

The reform is likely to include an accountability board - chaired by An Taoiseach witih some external input - to challenge senior management performance in the civil service.

Another measure could see the streamlining of the grade structure in the civil service.
