The homeless campaigner Fr Peter McVerry's described as "obnoxious" the notion that higher earners will also benefit from any tax cuts in the budget.
He made the comments at a business breakfast where the McVerry Trust has called on the coalition to do an audit of Dublin's empty buildings to see of they could be used for housing.
The coalition is preparing to cut the effective tax rate of 52% in a bid to help low and middle income earners.
