The Minister for Justice has said the recording of non-emergency calls to Garda stations only ended last November.
Alan Shatter's told the Dáil that he only received a letter from the former Garda Commissioner outlining the system yesterday.
He said the issue had also recently come to light as a result of a civil case being taken against two people who claim they were wrongfully arrested.
But the minister says there are many questions still be to answered about the true extent of the system:
