The Banking Inquiry has heard that ministers from both Fianna Fail and the Green Party felt they could not trust the advice of their own advisors.
David McWilliams has told the inquiry that both Brian Lenihan and John Gormley called him for advice because they felt they were being misled by their own advisors.
He said that when Brian Lenihan famously visited his house late one evening in September 2008, he admitted he did not know "the facts" about the true health of the banking sector, because he was getting different figures from all sides.
He says he recommended the concept of a bank guarantee as a short-term solution to help Lenihan establish the facts and to buy time.
