The head of the National Social and Economic Council says NAMA could be asked to make a "greater contribution" to tackle the housing crisis.
Rory O'Donnell's comments come at the launch of the think-tank's new report aimed at setting out a new strategy to resolve the issue.
It calls for a "cost-based" approach to social housing rents - free from property market pressures; as well as new housing institutions.
