New rules are being considered which would allow people to stay in their homes, despite being in 'significant' mortgage arrears.
The Irish Times reports that one plan is to loosen the mortgage-to-rent scheme, so that borrowers lose ownership of their home, but stay on as renters.
Another measure might allow borrowers to get state support to help pay the mortgage, while remaining on as owners of their house.
The proposals could also weaken the veto that banks have over personal insolvency deals.
The new rules will be discussed by senior Ministers at the Economic Management Council next week.
