Michael Noonan says IBRC didn't send him minutes of the meeting where it agreed to the sale of SiteServ.
But the Minister for Finance says that it's Fianna Fáil's fault - because they introduced the system where the deal could be done without government approval.
He's told the Dáil that the sale of SiteServ was carried out under an old set of rules where the government didn't have to be informed about the deal.
And he says because of those rules, the Department didn't receive minutes of IBRC's board meetings until weeks after the SiteServ deal was done:
