Michael Noonan says he's keen to have "as much concensus as he can" about the matters to be investigated by the IBRC inquiry.
The cabinet's due to sign off on the final terms of the terms of reference this morning.
It's understood the minister will proposes changes to the terms of reference to allow some degree of investigation into the Department of Finance's role in overseeing the former Anglo Irish Bank.
This morning he said he was keen to take on as much feedback as possible:
But if the terms of reference aren't broad enough the inquiry could be scuppered before it even begins.
Catherine Murphy has hinted that she may reveal further allegations about IBRC's relationships with big customers, if she doesn't think such matters will be properly investigated.
