Opposition parties have raised concerns about plans for a new 'root and branch' review of the Gardai.

The plans are being discussed at cabinet today - amid the ongoing fallout over the discovery of one million 'phantom' breath tests.

But some in the opposition say the matters are already covered by previous reports - what's needed now is action.
