Plans to introduce pay-by-weight bin charges from next month have been delayed.
The cabinet has agreed to defer the system so that more time can be given to making sure bills don't rise significantly.
Environment minister Denis Naughten says there were problems with the existing regime - and that more work was needed on systems that would both reduce charges, while also encouraging households to put less in their bins.
There's been a broad welcome for the move - but sinn Fein says the proposals should be scrapped altogether anyway.
