The new Policing Authority will advertise for staff next month - and hopes to have its first meetings in September.
The Justice Minister has published the Bill to establish the Garda Siochana Policing Authority today.
Frances Fitzgerald has described it as the the most far reaching reform of An Garda Siochana since the foundation of the state.
The Authority will have oversight of the force and will be responsible for making senior appointments, as well as removing senior Gardai in some circumstances. It will also hold the Garda Commissioner to account on policing matters and will have a role in senior appointments.
